Zeitintervall von einer Minute das mittlere Geschwindigkeitsniveau zwar noch über 80 km/h liegt, im Vergleich zum freien Verkehr (hellgrün) die Verkehrsdichte jedoch mit 20 bis 50 Fahrzeugen pro Kilometer (Fz/km) deutlich zugenommen hat. Der Verkehrszustand ist dann nicht mehr flüssig, aber eben auch noch nicht zähfließend. Der Verkehrszustand gilt als "zähfließend" (gelb), wenn die mittlere Geschwindigkeit zwischen 30 bis 80 km/h liegt und die Dichte geringer ist als 50 Fz/km ist. Bei Geschwindigkeiten unter 30 km/h über ein Zeitintervall von einer Minute gilt der Verkehrszustand als gestaut. Mit Hilfe der sogenannten &lt;span lang="en-GB"&gt;Location Code List&lt;/span&gt; (LCL) können aus diesen Codes Verkehrsmeldungen erzeugt werden. &lt;/p&gt;  &lt;p&gt;Die LCL enthält außer den Autobahnen auch Bundesfern-, Land- und innerstädtische Straßen. Daneben sind wichtige Punkte, wie beispielsweise Kreuzungen oder Parkplätze, entlang dieser Strecken definiert. Sehr häufig werden in Verkehrsmeldungen Anfang und Ende einer Störung durch die Angabe der zugehörigen zwei Punkte beschrieben. In der LCL sind neben Punkten und Strecken auch Gebiete kodiert, zum Bespiel Landkreise. &lt;/p&gt;  &lt;p&gt;Die Bundesanstalt für Straßenwesen (BASt) koordiniert im Auftrag des Bundesministeriums für Verkehr, Bau und Stadtentwicklung die jährliche Fortschreibung der LCL. Dazu werden die von den Bundesländern gepflegten Einzellisten zusammengefügt und Qualitätsprüfungen unterzogen.&lt;/p&gt;  &lt;p&gt;Die jeweils aktuelle deutsche &lt;span lang="en-GB"&gt;Location Code List&lt;/span&gt; ist bei der BASt erhältlich. Alle Stellen, die eine Verkehrsmeldung erstellen oder verarbeiten möchten, benötigen die LCL, um die Informationen der Verkehrsmeldung richtig entschlüsseln zu können.
